Jimena Niño Cáceres
Special Adviser for Bogotá’s International Relations

Jimena holds a degree in Government and International Relations from Universidad Externado de Colombia and a Master’s in International Cooperation from the Complutense University of Madrid. She has also completed advanced studies in social responsibility and political science in Colombia and France.
Throughout her career, she has led initiatives focused on inclusive development, the empowerment of vulnerable communities, and the creation of strategic alliances across public institutions, private stakeholders, and international organizations. Before assuming her current role, she served as Country Representative for ACDI/VOCA in Colombia, where she managed large-scale, USAID-funded programs such as the Youth Resilience Activity and IPACE, aimed at empowering youth, Indigenous peoples, and Afro-Colombian communities. She has also played a key role in advancing alternative development strategies in rural areas affected by conflict.
As Bogotá’s Special Adviser for International Relations, she brings together technical expertise, on-the-ground experience, and strategic vision to strengthen the city’s global engagement, advance urban diplomacy, and promote partnerships that foster sustainable development, innovation, and economic inclusion.
Pamela Támara Pinto
Director of International Positioning

Pamela is a political scientist and international relations expert from Universidad del Rosario. She holds a master’s degree in the Analysis of Contemporary Political, Economic, and International Issues from Universidad Externado de Colombia and the Diplomatic Academy. She has a strong track record in designing and managing strategic relationships among governmental, business, and academic stakeholders.
She has worked as an advisor and consultant for both national and international organizations, specializing in the formulation, implementation, and evaluation of public policies. Her areas of expertise include peacebuilding, territorial development, cross-border integration, security, foreign policy, and the relationship between the national government and local territories.
She has also taught at institutions such as Universidad del Rosario, Universidad Externado, and the Augusto Ramírez Ocampo Diplomatic Academy. Her work is recognized for promoting international cooperation as a tool for driving local transformation with regional impact.
