Three international groups submit prequalification applications for Bogotá Metro Line 2

• Xi’an Rail Transportation Group Company, Ltd.

APCA BOGOTÁ METRO CAPITAL, comprising:

• Sacyr Concesiones Colombia Participadas II S.A.S.
• CAF Investment Projects

“The evaluation of their technical, financial and legal capabilities now begins. Groups that meet the requirements will move on to the next stage and will be eligible to submit bids to build and operate the project. Line 2 will span 15.5 kilometers and include 11 stations, connecting Calle 72 with Fontanar del Río in Suba and passing through Engativá. This is another step toward bringing the Metro to more Bogotá residents and building the public transport network the city needs,” said Carlos Fernando Galán, Mayor of Bogotá.

As part of an international outreach strategy, the The Metro Company of Bogotá (EMB), together with its multilateral development bank partners — the Inter-American Development Bank (IDB), European Investment Bank (EIB), International Bank for Reconstruction and Development (IBRD) and CAF — conducted 44 competitive dialogue sessions with companies from around the world. This engagement helped generate the strong international interest reflected in the prequalification process.

The applications received will be assessed by a specialized team to determine which groups meet the required legal, financial and experience criteria.

Applicants that successfully complete the prequalification stage will move on to the second phase, when they will be required to submit their technical and financial bids toward the end of 2026. The contract is expected to be signed and the project formally launched during the second half of 2027, under Mayor Carlos Fernando Galán’s administration.

Bogotá Metro Line 2 will extend 15.5 kilometers and include 11 stations — 10 underground and one elevated. The project will complete a key strategic connection in Bogotá’s mobility network and further consolidate the city’s high-capacity public transport system.
