The Mayor’s Office of Bogotá, the French Embassy in Colombia, and the French Development Agency have signed a Memorandum of Understanding (MoU) that strengthens the cooperative relationship between the Colombian capital and France. This agreement marks a new chapter in a partnership built on trust, institutional continuity, and a shared commitment to promoting sustainable, inclusive, and equitable urban development.

For over a decade, collaboration between Bogotá and France has supported flagship projects in sustainable mobility, gender equality, ecological restoration, and institutional strengthening. With this new framework, both parties aim to deepen strategic dialogue and expand technical and financial cooperation opportunities to bolster Bogotá’s climate resilience and improve quality of life for its residents.

During the signing ceremony, Mayor Carlos Fernando Galán emphasized, “France has been a steadfast partner in Bogotá’s journey toward becoming a more inclusive and sustainable city. This cooperation has led to concrete outcomes that enhance people’s lives and strengthen our capacity to innovate. With this new agreement, we reaffirm our shared belief in building a fairer and greener future together.”

French Ambassador Sylvain Itté noted that the agreement “reaffirms a mature relationship grounded in mutual trust, reflecting our shared vision of building cities that grow while respecting the planet and leaving no one behind.”

The Memorandum calls for the creation of a high-level annual committee to monitor progress and identify new collaborative areas. This milestone builds on a recent study visit by a Bogotá delegation to France focused on risk management and civil security, which opened new avenues for cooperation between Bogotá’s Risk and Climate Change Management Institute (IDIGER) and the Fire Department with French institutions and companies.

Hélène Julien, Deputy Director of AFD Colombia, commented that the memorandum reflects a joint commitment to take on new challenges for the benefit of the city.

“Our relationship with Bogotá spans more than a decade, and we’re entering a new phase centered on today’s and tomorrow’s priorities: ecological restoration, strengthening early warning and response systems, and continuing our longstanding focus on gender,” she said.
