The awards honor the most effective policies, projects, and programs led by local governments to tackle the challenges of climate change in the past three years.

In partnership with the global network C40 Cities, the Awards highlight the decisive and inspiring role cities and their leaders play in accelerating global climate action on the road to COP30.

This year’s six award categories celebrate leadership in:

  • Just energy transition and smarter buildings.
  • Clean and reliable transportation.
  • Safer infrastructure for a changing world.
  • Healthy cities and strong communities.
  • Sustainable waste solutions.
  • The power of partnership.

Category: Safer Infrastructure for a Changing World

Bogotá earned its finalist spot in this category for its Resilient Urban Revitalization strategy, which transforms underutilized urban areas into safe, sustainable, and livable spaces—prioritizing climate adaptation and the protection of vulnerable communities.

According to Bloomberg Philanthropies, “Bogotá's Revitaliza tu Barrio” project, led by the Secretariat for Habitat, addresses the city’s climate vulnerabilities—such as flooding, landslides, wildfires, and urban heat—by revitalizing public spaces, improving water management through Sustainable Urban Drainage Systems (SUDS), and advancing ecological restoration and risk mitigation in high-risk neighborhoods. Flagship initiatives like the San Cristóbal Project integrate green infrastructure, renewable energy, and improved mobility, benefiting over 400,000 residents and setting a precedent for equitable, climate-resilient urban revitalization.”

Bogotá competes in this category alongside:

  • Beijing, China: Climate-Resilient Municipal Administrative Center.
  • Rio de Janeiro, Brazil: Extreme Heat Response Protocol.
  • Teresina, Brazil: Green Infrastructure and Climate Resilience.

“At COP30, we are inspired by the leadership of cities around the world,” said Ana Toni, CEO of COP30. “Their innovative solutions and commitment show that local action is at the heart of global climate progress and essential to accelerating the implementation of the Paris Agreement. Together, these finalists demonstrate how bold, collaborative efforts can transform lives and communities and move us toward a low-carbon economy.”

The winners of the 2025 Bloomberg Philanthropies Local Leaders Awards will be announced during the COP30 Local Leaders Forum in Rio de Janeiro on November 4.
