Argentina, Brazil, Colombia, Chile and Peru won the Gobernarte 2020 Award, that is now in its seventh Edition. The five countries presented the most innovative management and services to citizens strategies f to face the COVID-19 crisis.
Bogotá received recognition in the Third Administrative Level of Government category, for (municipalities and other equivalent names) with more than 1 million inhabitants, for its Bogotá solidarity program, from the Mayor's Office of Bogotá. According to the juries, this district program won the award for considering that, “Bogotá Solidaria focused on serving the most vulnerable population of the city through money transfers. For this initiative, low-amount bank accounts were used, all of which could be activated remotely through a web application, there were also calls to beneficiaries, and subsidies for areas of difficult access and with a high incidence of multidimensional poverty”.
The seventh edition of the contest “Governarte 2020: the art of good government - Eduardo Campos Award” of the Inter-American Development Bank (IDB) selected a total of six innovative initiatives presented by sub-national governments in Brazil, Colombia, Argentina, Peru and Chile as winners of this edition of the contest. In this 2020 edition, a total of 127 initiatives were presented from subnational governments of 12 countries in Latin America and the Caribbean. In the Colombian case,two awards were received, one for Bogotá and the other one for the department of Cundinamarca.
A panel of five internationally recognized experts evaluated and selected the initiatives based on the following criteria: impact, sustainability, innovation and replicability.
The governments of the State of Sao Paulo (Brazil) and the Department of Cundinamarca (Colombia) were chosen as winners of the second administrative level of government. On the other hand, the Mayor's Office of Bogotá (Colombia) and the Metropolitan Municipality of Lima (Peru) were selected in the 3rd level of administrative government category with more than one million inhabitants. For their part, the Municipalities of El Bosque (Chile) and Villa Carlos Paz (Argentina) were the winners of the third level of administrative government category with less than one million inhabitants.

Centro de Mídias da Educação de São Paulo (CMSP), Governo do Estado de Sao Paulo , Brazil.
The São Paulo Educational Media Center (CMSP) was created to offer learning opportunities to almost 3.5 million students and provide training to around 190,000 teachers after the suspension of face-to-face classes to prevent the transmission of COVID-19.
Pensiones + cerca de ti, Gobernación de Cundinamarca , Colombia.
Since the beginning of the pandemic, the government implemented virtual management to ensure the continuity of service provision to 7,018 pensioners and, in addition, limit the exposure of its officials.
Manos a la olla, Municipalidad Metropolitana de Lima , Perú.
The initiative seeks to reduce the damage caused by the pandemic in populations without income, to ensure their food supply through the georeferencing of Lima´s common Soup Kitchens, as well as strengthening the capacities of managers and beneficiaries. It was possible to collect approximately 44 tons of food and, with this, take more than 84,617 rations to common Soup Kitchens, benefiting 45,987 people from 12 districts of Metropolitan Lima.

Through social innovation mechanisms, the neighborhood strengthened the role of local leaders to create a link between the population and health facilities and thus better disseminate information to prevent the risk of contagion. 100% traceability of COVID-19 patients was achieved.

The municipality organized the attention to their food supply through digital tools and articulating food, medicine and psychological assistance services.
The Gobernarte contest seeks to identify, reward and document the most innovative practices implemented in different areas of public management at the subnational level, with the aim of disseminating them and promoting cooperation between the governments of Latin America and the Caribbean.
The awards ceremony will be held within the framework of the Smart City Expo Santiago de Chile that will take place from December 10 and 11, 2020. This year the awards will be held virtually.
